English Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a latest study of municipal councils, English councils are preparing to sell social clubs, sports centres, and shopping arcades as they rely on a fire sale of properties to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for selling playing fields and land to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a high proportion of councils seeking to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would focus on restructuring services and using financial reserves to weather increasing fiscal pressures.”

Detailed Cases of Proposed Disposals

One local authority in southeast England said its property management strategy included the sale of a shopping centre in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the strategy.

Council Tax Rises and Wider Fiscal Strains

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to raise council taxes next spring to address the growing cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

A survey of county councils this week further found council budgets being stretched by the increasing figures of young people and adults needing special educational assistance.

A network of councils projected that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the latest deprivation indices,” noted the study.

“Although only a single urban area is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of difficulties confronting municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and need,” said Michael Mordey.

“Without this, local authorities will continue to face difficult decisions around which essential services to fund, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the survey revealed.
